Todd was born into a career Air Force Family on August 15, 1973, in Bitburg, West Germany, to parents Thomas Allan Chilton and Jean (Harrington) Chilton. He saw the world until his father retired and settled in Texas. He graduated from Weatherford High School in 1991, and later graduated from Stephen F.
