She was born November 22, 1929, in LaBelle, Missouri, the daughter of Thomas Page and Alice Marie (Boltz) Primm. Fran received her Associate's Degree in Business Administration from Washburn University. Fran was employed by the Kansas Legislature, Social and Rehabilitation Services and was the Chief of Licensing for Alcohol Beverage Control.
