She was born November 3, 1931 in Dayton, OH to James Omer and Mary Elizabeth (Waggoner) Niswonger. Ann grew up on a Dairy Farm in Ohio. She graduated from Manchester University and received her Masters Degree at University of Notre Dame in education.
