Born on August 3, 1954, in Hardin County, KY, she was a daughter of the late Joseph Oliver McKnight and the late Thelma Irene Duke McKnight. Ms. Shelton was a US Air Force veteran and obtained a master's degree in social work. For many Ms. Shelton worked as a social worker with the Board of Disabilities and Special Needs and also worked with the Georgetown Family Justice Center helping victims of domestic abuse.
