Born on August 15, 1936 in Birmingham, he moved with his family to Decatur, from where he graduated high school in 1954. Enrolling in the University of Alabama, he graduated in 1958 with a degree in mechanical engineering and he was a member of Kappa Alpha. In 1961, he located to Aberdeen and was an engineer for Walker Manufacturing. In 1966, he matriculated at Sanford University School of Law, and after graduating began practicing law eventually establishing his own office in Aberdeen and for 50 years served his community as an attorney-at-law. He was born on January 8, 1926, in Aberdeen to Joseph Otto and Clearsie Stella Swinney House and was a lifelong resident of Aberdeen. He volunteered to serve in the Navy during World War II in 1944 and fought in the Battle of Okinawa. The ship was the USS De Grasse which was a transport ship of troops, nurses, equipment, trucks, and supplies. After the war, he returned to graduate from Aberdeen High School.
