Born on March 24, 1955, in Wilkinsburg, PA, she was the daughter of the late Joseph and Helen (Donhoffer) Pugliano and she was the widow of Richard C. Smith. Teresa was a graduate of Churchill High School. She went on to receive her bachelor's degree from Penn State University, and then her master's degree in social work from the University of Pittsburgh.
