She was born on March 5, 1946, in Clay County, West Virginia, and was the daughter of the late Peter B. Morris and Georgia E. (Lambey) Morris. Ann graduated from Clay High School and went on to work for the Federal Bureau of Investigation for nine years. She later studied nursing at Prince George's College.
