She was born on August 12, 1932 in Mansfield, Louisiana to Herbert Harrison Simpson Sr. and Mada Mildred Mason Simpson. She graduated from Carthage High School in 1951 and later attended the University of Houston. Louise worked in Houston's oil and gas industry for 25 years before retiring in 1993. She was passionate about the arts and led tours of The Museum of Fine Arts, Houston as a docent. Her faith was also an essential part of her life and she belonged to Memorial Drive United Methodist Church in Houston for 24 years.
