She was born in Zanesville, Ohio, and raised and educated in Brockton, MA. She was the daughter of the late Andrew and Anna (Barris) Paybins-Jacobs. Shirley was born and raised in West Bridgewater and grew up on a local farm. She had a talent and deep love for gardening, traveling, and animals, especially her late dog Ellie.
