Earl was born on February 10, 1939, in Minneapolis, Minnesota to Emmett and Lucile (Thoman) Tooker. He graduated from North Branch High School in 1957. He went on to work jobs in both construction and retail before he became a local business owner. After Earl retired in 2005 one of his greatest pleasures was tending to his yard and nurturing his flower gardens.
