The daughter of John and Mae Koch she was born on December 13, 1928 in Brooklyn, NY, where she grew up during the depression with her brother John. She met her husband Edwin Decker at the Brooklyn Navy Yard and they were married on September 13, 1953. They later moved to East Meadow and then Oyster Bay, NY where they raised their three children.
