He was born April 8, 1929 in Brooklyn, NY; the son of Erling and Ellisif (Anderson) Jensen. He was raised in Brooklyn and moved to Staten Island after he was married.
He attended Fort Hamilton High School in Brooklyn and enlisted in the United States Marines Corps, serving in the South Pacific during World War II from August 30, 1946 to August 17, 1948. He was recalled to active duty from January 31, 1951 to August 1952 and was stationed at Pearl Harbor.

Bartkowski November 8, 1958 and with his friend Walter Pederson built their family home in Staten Island, NY. He retired from the NYC Police Department April 1977 and moved his family to Vermont.
Norman enjoyed camping trips to Maine with his wife and building and flying model airplane. He was also a licensed pilot and owned his own plane which gave him and Phyllis the opportunity to go on many adventures. He was a member of the Randolph Rotary Club, and a member of the Vermont Barnstormers also referred to as the Vermont Modelers Club. He was very proud of his handmade airplanes and even had an "airstrip" in his field where he would fly his planes with his grandchildren.
