Howard R. Parker, age 95, passed away Sunday, March 21, 2021 in Fort Worth, Texas. He was born in Brownwood, Texas, where he lived until after graduation from high school. Howard served in the Army in the United States and in Europe during World War II. After the war he attended the University of Texas in Austin, graduating in 1949. In September 1949 he began working in Dallas for the Texas Department of Public Welfare (later Texas Department of Human Services). He eventually became Program Director III, responsible for the nursing home program in Dallas County and for the Vendor Drug Program in a 19-county, Dallas-Fort Worth region. He retired after more than 30 years with this organization. Following retirement, Howard continued working for several years for three different firms in Dallas.
He is survived by four nieces and nephews: Dr. Joe Skiles and wife Linda (Fort Worth); Betty S. Williams and husband Charles (Fort Worth); Melissa S. McInnis and husband John (Fort Worth) and C.G. "Buzz" Skiles and wife Melinda (Weatherford). He is also survived by numerous grand nieces, nephews and many friends in Dallas and other areas.
Howard was preceded in death by his sister, Allene Parker Skiles, and his parents, Charles and Annabelle Chrane Parker.
A graveside service will be held at the Dallas-Fort Worth National Cemetery at 11:00 AM Thursday, March 25, 2021.
