Elizabeth Ann Carter passed away on December 11, 2021 at Grant Memorial Hospital in Petersburg, WV. Ann was born in Round Hill, VA on April 18, 1945. Her parents William Carroll Carter and Elizabeth Ellen Cooper Carter, One Sister, Louise Carter Baldridge and five brothers William Thurston Carter, Carroll Elmer Carter, Charles Franklin Carter, Fred Thomas Carter, and Kenneth Walter (Bucky) Carter preceded her in death. Her lifelong companion, a bird named Suzy also preceded her.
Ann was raised on the family dairy farm with her seven siblings and attended elementary schools in Loudoun County. She was one of the first graduating classes of 1964 from Loudoun Valley High School in Purcellville, Va.
Upon graduation she worked at the Pentagon for the Chief of Naval Operations in the Civilian Personnel Department for twenty years then later she transferred to Headquarters Marine Corps as a Personnel Systems Manager. Upon her retirement after thirty years of service she was given the Navy Civilian Meritorious Award for her outstanding service with the federal government. After retiring from the government, she worked for a Management Company working for Homeowners Associations then later worked for Star Buick, GMS Trucks dealership in Leesburg.
Ann loved planting flower gardens, sewing, crocheting, making dolls, painting, drawing anything dealing with arts and crafts. Ann moved to Moorefield WV in 2017 to be close to her niece Debra Williams.
She is survived by one sister, Nancy Jean Ritenour, husband Tommy of Front Royal. Special Niece Debra Ann Williams along with fifteen nieces and nephews, numerous Great nieces and nephews and Great-Great nieces and nephews.
Graveside services will be held at Lovettsville Union Cemetery on Friday December 17th at 11 AM.
